FED:S&P loses a friend as US loses its AAA

CANBERRA, Aug 12 AAP - An analysis by the International Monetary Fund (IMF) back in
April suggested shocks in the US economy should no longer be a worry to Australia as it
is now more tied to Asia.

Hmmm, really?

Obviously, that theory needs some tweaking after the events of the past week or so.

Perhaps throwing in the world's largest economy losing its AAA rating for the first
time in its history may offer a different conclusion.

After all, who in their wildest dreams just a few months ago would have thought that
the US would lose its top-tier credit rating from one of the world's biggest rating agencies
- Standard & Poor's.

Sure, S&P stuffed up by a trillion dollars or so in its US downgrading analysis, but
it was more a case of the agency pointing out the failures of the US political process
that left the world dangling for weeks as Congress fought over a debt plan to avoid default.

Understandably US President Barack Obama was not impressed.

"No matter what some agency may say, we have always been and always will be a triple
A country," the president fired back.

He went on to quote US investor extraordinaire Warren Buffett, who believes S&P was
not only wrong to downgrade the US to AA-plus, but says the country was worthy of a "quadruple-A
rating".

Buffett was not the only person to create a new level of rating.

According to Treasurer Wayne Swan, Australia has a "gold-plated" AAA credit rating,
which is "safe and secure".

"It's been recently affirmed and we are widely considered to be in the top tier, even
among the exclusive club of developed economies in the world to share the highest rating,"

Swan said.

Obviously, there are no permutations of AAA - gold-plated, titanium reinforced, pink-diamond
encrusted, or otherwise.

The treasurer was merely just trying to emphasise that the budget position in Australia
couldn't be more different from the US, and many other advanced economies come to that.

And it's worth comparing our predicted debt levels to calm the concerns of those worrywarts
who just can't resist mentioning Australia in the same breath as say Greece.

Australia's net debt is forecast to be 7.2 per cent of gross domestic product (GDP)
in 2011/12 and 6.7 per cent in 2012/13.

In the starkest of contrasts, Greece's net debt for this year is expected to be 125
per cent of GDP - yes, larger than the economy itself - rising to 130 per cent in 2012.

Italy, a country that has been grabbing the limelight for all the wrong reasons, is
around 100 per cent of GDP in both years.

Even the European stalwarts of France (79 and 81 per cent) and Germany (almost 55 per
cent in both years) would no doubt leave peniaphobics (those fearing poverty) suffering
sleepless nights.

And among the world's big guns, Japan's net debt balloons to 135 per cent of GDP in
2012 after 128 per cent this year, while in US it's over 72 per cent in 2011 and nearly
77 per cent in 2012.

Before we start getting too smug, we did have a negative net debt position of 3.8 per
cent of GDP in 2007/08, and our gross debt ceiling is now $250 billion, up from $75 billion
in the same timeframe.

Should the budget position deteriorate, or it was perceived we could no longer pay
our way in the world, the said gold-plating would quickly melt away, although we are a
long way from that.

The decision by S&P to cut the US rating from AAA, where it has stood since it was
first rated in 1945, was not unexpected.

But other global agencies, Moody's Investors Service and Fitch Ratings, confirmed their
triple-A rating equivalents after a Congress deal was finally struck, even though it didn't
live up to expectations.

S&P's decision, announced after Wall Street had closed on Friday, sent a shockwave
across global sharemarkets on Monday.

It prompted investors to flee to traditional safe havens such as gold, the Swiss franc,
and, ironically, the US dollar and US Treasuries - suggesting the US downgrade is not
the end of the world.

Not that the ratings agencies themselves always get it right.

And according to outgoing Commonwealth Bank CEO Ralph Norris, they are "always a bit
late to the party".

"Ratings agencies haven't really covered themselves in glory over the last decade or
so, with what actually led to the financial crisis," Norris said in his last press conference
in charge of the country's biggest bank this week.

These are the same guys that were happily doling out AAA ratings for those extremely
complex financial instruments that no-one really understood, but supported mortgages that
were given to Americans who couldn't afford them and resulted in the GFC when they couldn't
pay.

The "sub" in "sub-prime" may have been a giveaway that they weren't really worthy of AAA.

MELBOURNE, April 16 AAP - Two men who nearly collided while racing have had their cars impounded.

The drivers sped side-by-side for several kilometres along a stretch of road in the
Victorian town of Horsham on Friday evening, reaching up to 160km/h in a 100km/h zone.

Police officers who saw the vehicles parked by the side of the road before driving
off reported that the cars almost collided.

Police intercepted the racers about 6pm and confiscated the cars.

The men, aged in their 20s, will be charged on summons with traffic offences.

BOB BROWN has foreshadowed levies on the rich and a carbon tax could become a reality
if his Greens party wins the balance of power in federal parliament.

Senator BROWN has signalled his Senate colleagues will seek to make the wealthy pay
more income tax .. as spelt out in the party platform.

The senator says there are seven-thousand people in this country who earn more than
a million dollars a year .. and it's reasonable to increase their tax rate from 45 cents
to 50 cents in the dollar.

Two days after Prime Minister JULIA GILLARD vowed her government would resist bringing
in a carbon tax .. Senator BROWN said the opposite would happen if the Greens had their
way.

The Greens are widely tipped to win the balance of power in the Senate .. which would
give them the authority to amend or block legislation.

Facebook pages have sprung up mourning the three children found shot dead with their
father in Melbourne's north yesterday.

Police suspect 37-year-old RAJESJ OSBORNE killed 12-year-old ASIA .. 10-year-old JAIRUS
and seven-year-old GRACE in his Roxburgh Park home .. before turning the shotgun on himself.

A posting on one website reads: There are no tears in heaven, only angels ... and that's
where those sweet angels are. R.I.P ASIA .. JAIRUS and GRACE.

Another says simply: R.I.P JAIRUS .. you .. GRACE and ASIA will be sadly missed xxx.

Neighbours and friends say they're shocked at the tragedy that occurred when OSBORNE's
girlfriend and mother were out shopping.

The dead children's mother .. who lives separately .. has been notified of the deaths.

Primary schools are the big winners following a review of the federal government's
stimulus package .. but social housing and home energy efficiency programs will lose out.

Six months after the unveiling of Labor's 42 billion dollar nation building stimulus
package .. the commonwealth coordinator general has recommended one-and-a-half billion
dollars of savings be found.

The funding adjustments will be ploughed into the government's program for building
school infrastructure until mid-2011.

Education Minister JULIA GILLARD says the extra money for schools means more than two-thousand-700
primary schools will now receive four-point-six billion dollars to build better facilities.

These include art libraries .. multi-purpose halls and outdoor learning areas.

But Labor says a 750 million dollar funding reallocation will see 800 fewer social
homes built than originally envisaged.

MELBOURNE, April 20 AAP - A man suffering from memory loss is missing in Melbourne's southeast.

The unnamed man, 71, left a relative's home in Westminster Avenue, Dandenong to walk
to his home in nearby Thurra Court about 3pm (AEST) on Sunday but did not reach his house,
police said.

The man was riding a motorised bicycle and was wearing a blue bicycle helmet, a grey
sports coat, dark blue suit pants and black shoes.

He has grey hair, a fair complexion and brown eyes, and is unshaven.

Police are concerned for the man's welfare because he suffers from memory loss.

Qld: Dangerous toys pulled from shelves

BRISBANE, Dec 14 AAP - Dozens of Christmas toys branded as unsafe have been withdrawn
from sale in Queensland.

The annual statewide pre-Christmas blitz by the Office of Fair Trading found hazards
in 34 different products, including unsafe lead levels in one toy.

Among the scratchings from Santa's list are infant rattles, toy cars and bath toys.

Queensland Attorney-General Kerry Shine said some tiny objects that were small enough
to be swallowed when dry but expanded up to six times their size when wet.

"You can only imagine the potentially horrific consequences of that should a toddler
swallow one," Mr Shine said.

"It's imperative for the safety of all kids that products like these are taken off
the market and that's why product safety officers have inspected more than 5760 products
across the state, with a particular focus on toys for children aged three years and under,
projectile toys and banned toys."

Inspectors conducted more than 280 spot checks and inspected more than 200 stores throughout
Queensland.

All toys that failed the mandatory safety standards were removed from sale immediately
and action will be taken against the suppliers.

Mr Shine urged consumers to carefully examine toys for possible dangers before giving
them to their children, particularly lower-priced toys that are often sold through discount
stores and in markets.

BEIJING, Aug 9 AAP - A week or so in the Alps and a couple more among the vineyards
and valleys of France and Italy should be enough for any bike buff looking for an invigorating
setting.

But only two weeks after the end of the Tour de France, a new and equally spectacular
backdrop has made a big bike race all the more memorable.

In a theme that will be often repeated during these Olympic Games, the technicolour
toil of lycra-clad athletes was juxtaposed against the centuries-old wonders of ancient
China as the men's road race spent most of its time today beside, around and under the
Great Wall.

Today's excursion was to the stretch of the Great Wall around the Juyongguan Pass.

To get there, the 143 men on their space-age machines rode 80km from the start in Beijing
through the smog-filled suburbs and into the smog-filled countryside.

On their way they passed through a panorama that reflected the massive progression
that has taken place around one of the oldest and richest cultures on earth.

No sooner did the cyclists pass through toll booths on new expressways than they would
glide under stone archways that passed over roads first carved out of the surrounding
mountains 2,500 years ago.

The best bike riders in the world pedalled past 1,000-year-old temples and, if they
could afford to, might have caught a glimpse of the Cloud Platform, a white marble podium
that took 80 years to build.

From there they would plunge into a tunnel cut a few years ago through an entire mountain
in a matter of months.

For most, though, including Australia's Cadel Evans, an alp would have been a preferable
opponent to the air they tried to suck into their lungs.

Evans eventually finished 15th, nine places behind countryman Michael Rogers, while
the gold went to Spaniard Samuel Sanchez.

The road race was the most serious test of Beijing's maligned atmosphere and oppressive
summer climate.

A 245km examination that took more than six hours to complete, it had been in danger
of postponement 12 hours before it began, so problematic was the air quality.

One after the other riders pulled out, preferring discretion ahead of utter exhaustion.

The polluted atmosphere had 90 oer cent humidity added to it today, a mixture that
took a heavy toll.

Juan Jose Haedo of Argentina succumbed to both.

"It feels like you have hot cream all over your body," Haedo said.

"Once you go full gas, you cannot breathe."

Maxime Montfort of Belgium climbed mountain after mountain in the Tour, but couldn't
cope with the comparitively gentle hills of Juyongguan.

"It was just too hard," he said.

"It's not possible to have any power today on the climb.

"After the first climbs I just didn't feel my legs anymore."

Talented Dutch rider Karsten Kroon said he had no hope.

"I am wrecked," Kroon said.

"The conditions and the course are just too hard ... the heat and the humidity were
too much for me.

"You feel your head explode."

For all that, many of those who pulled out got back on their bikes for a leisurely
ride back to Beijing - and a chance to take in the scenery.

An indigenous leader is calling for more scrutiny of a former minister's dealings in
the Tiwi Islands.

TOM CALMA .. the Aboriginal and Torres Strait Islander Social Justice Commissioner
.. is concerned about the activities of former Indigenous Affairs Minister MAL BROUGH.

Mr BROUGH .. who lost his Queensland seat of Longman at the November election .. has
recently been spotted on the Tiwi Islands .. and is reportedly working on a business project
from which he's seeking to profit.

He and his business partners are reportedly working with the Tiwi Land Council on the
project .. believed to be based in the community of Nguiu.

When Mr BROUGH was the minister .. Nguiu has was the only community to give up control
of its land for 99 years under a controversial lease scheme.

Mr CALMA has told Network Ten he has concerns Mr BROUGH may be trying to take advantage
of indigenous people.

Labor's claiming Australian voters are slowly starting to realise JOHN HOWARD isn't
the person to lead them in the future.

Opposition federal-state spokesman BOB MCMULLEN says opinion polls are showing Mr HOWARD
isn't the asset to the Liberals he once was .. but he still has to be recognised as one
of the wiliest politicians around.

Mr MCMULLEN is expecting the prime minister to come up with something ahead of the
election due later this year.

But he's told the Ten Network Mr HOWARD is wrong on industrial relations and Iraq ..

and doesn't get it on climate change.

SYDNEY, Dec 13 AAP - The NSW Young Australian of the Year could be stripped of her
title if she is found to have been involved in wrongdoing, NSW Premier Morris Iemma says.

Muslim leader Iktimal Hage-Ali, 22, was arrested by Middle Eastern Organised Crime
Squad police on November 22 and questioned over an alleged cocaine supply ring before
being released without charge, News Limited reported today.

Ms Hage-Ali, who has vehemently denied any involvement or links to alleged drug suppliers,
is a member of Prime Minister John Howard's Muslim Reference Group and works for the NSW
Attorney-General's Department.

"If it is true, why hasn't it come out?" she told today's The Daily Telegraph.

"I'm a high-profile person, I have no idea why people would be saying this."

Mr Iemma today said he was restricted in what he could say about Ms Hage-Ali because
police investigations were ongoing.

The Attorney-General's Department was reviewing Ms Hage-Ali's employment and it was
possible her title of NSW Young Australian of the Year would be revoked, he said.

"There is a provision if there's any matter found against a winner for the title to
be stripped," Mr Iemma told reporters.

"Her employment position is being reviewed by the Attorney-General's Department."

NSW Police Commissioner Ken Moroney confirmed several people had been charged by the
Middle Eastern Crime Squad in relation to the alleged drug ring.

"Other persons have been arrested and charged by the Middle Eastern Organised Crime
Squad and those matters are pending before the courts," Mr Moroney told reporters.

"The police investigation by the Middle Eastern Crime Squad is continuing."

WA: British woman faces drugs sentencing in Perth

A 19-year-old British beauty student is expected to be sentenced in Perth this week
.. for smuggling more than 10 thousand amphetamine tablets into Australia.

ELEANOR KATHLEEN TAYLOR was due to be sentenced in the West Australian District Court
today for possessing and importing a border-controlled drug.

But the woman .. from Oxford in the UK .. is now expected to be sentenced on Thursday
instead .. after lawyers requested more time to check her pre-sentence report.





TAYLOR was caught with the tablets during a baggage scan at Perth International Airport
on April 2.

At the time customs officials said the drugs had an estimated street value of 200 thousand
dollars.

TAYLOR flew into Australia from London via Amsterdam and Johannesburg with the drugs
in the lining of her suitcase.

Any quantity of illicit drugs over 750 grams is considered a commercial quantity and
attracts trafficking charges .. with a maximum sentence of life in jail.

The Victorian Supreme Court's been told OSAMA BIN LADEN wanted accused terrorist JOSEPH
TERRENCE THOMAS to act as a sleeper agent in Australia.

Opening the trial today .. Crown prosecutor NICHOLAS ROBINSON said THOMAS told Australian
Federal Police he'd seen BIN LADEN in close quarters on several occasions.

But THOMAS' barrister LEX LASRY .. said the only evidence the crown had was THOMAS'
record of interview on March 8th 2003 .. which was done without THOMAS having access to
an Australian lawyer.

He said there was no dispute that THOMAS received three thouand 500 American dollars
and an airline ticket .. but he denied all the other allegations.







The trial's continuing.

Vic: Company fined $30,000 over forklift death

MELBOURNE, Dec 2 AAP - A locomotive maintenance company was ordered to make charitable
donations totalling $30,000 today over an accident in which a worker was crushed to death
beneath a fallen forklift.

Rail Technical Support Group (Australia) Pty Ltd pleaded guilty in the Victorian County
Court to two counts of failing to provide a safe workplace after the accident killed part-time
labourer Truong Deth Khammy on January 15, 2003.

Judge Peter Gebhardt adjourned the case without conviction for three years, ordering
a payment of $15,000 to the Royal Children's Hospital Fund and a further $15,000 to the
Cambodian Community Welfare Centre.

"I am satisfied that this is not a delinquent company and, indeed, I accept that it
is committed to a safe workplace," he said in his sentencing.

"What occurred on 15 January 2003 - now nearly three years ago - was a most regrettable
and sad accident and one which involved a valued worker.

"It was an accident arising from inadvertence rather than a negligent failure to adhere
to safe systems."

At the time of the accident, Mr Khammy had been asked to crush a number of 44 gallon
drums and place them in a scrap metal bin.

The court heard that while he was trying to accomplish this task he drove the forklift
over an uneven area of railway line.

The forklift became unbalanced, and Mr Khammy jumped out, but as it overturned he was
crushed beneath the overhead guard of the forklift and died instantly.

Justice Gebhardt said the company had offered its sympathies to Mr Khammy's widow.

"The Victim Impact Statement is an eloquent and sad cry from the victim's wife whose
life has been denied her faithful and devoted partner," he said.

The company was given until January 23 to pay the fine.

Company representatives present in court today declined to comment on the sentence.

CAIRO, Egypt (AP) _ Al-Qaida's branch in Iraq, blamed for numerous terror attacks on U.S. and Iraqi targets, said Tuesday in an Internet posting that its leader, Abu Musab al-Zarqawi, had been wounded and called on supporters to pray for his recovery. The posting's authenticity could not be verified, but it was posted on a Web site known for carrying prior statements by al-Qaida in Iraq and other militant groups.

FORT HOOD, Texas (AP) _ Pfc. Lynndie England on Tuesday surrendered her right to challenge the seven charges she faces in the Abu Ghraib prison abuse scandal, moving her one step closer to a new military trial. Her defense attorney, Capt. Jonathan Crisp, would not provide details as to why he decided not to go forward with the Article 32 hearing _ the military equivalent of a grand jury proceeding. He said only that it was part of an "evolving trial strategy."

WASHINGTON (AP) _ Framing the House debate over stem cell research in stark moral terms, a GOP leader on Tuesday said a bill to permit federal funding for such studies would dismember "living human beings." Other lawmakers argued it was wrong to withhold money for research that might cure disease.

BAGHDAD, Iraq (AP) _ A car bomb exploded Tuesday near a Baghdad junior high school for girls, killing six people, and eight American soldiers were killed in two days of insurgent attacks in and around Baghdad, the military said. In the last two days, the military announced that 13 American troops have been killed since Sunday. Those reports came as insurgents carried out a string of explosions, suicide attacks and drive-by shootings around the country that also killed 49 Iraqis.

SANTA MARIA, Calif. (AP) _ "Tonight Show" host Jay Leno testified Tuesday that the boy who is now accusing Michael Jackson of molestation was "overly effusive" and sounded suspicious in phone calls to him but never asked for money. Jackson's defense called Leno, who regularly skewers Jackson in his "Tonight Show" monologues, to support its claim that the boy's family schemed to get money from celebrities and Jackson became one of their targets.

WASHINGTON (AP) _ Sales of existing homes rose 4.5 percent in April to the highest sales pace on record as low mortgage rates continued to fuel a housing boom, a national trade group reported Tuesday. The National Association of Realtors reported that sales of single-family homes and condominiums climbed to a seasonally adjusted annual rate of 7.18 million units last month, the fastest pace on record.

DALLAS (AP) _ New research seems to challenge a Food and Drug Administration decision not to pull the cholesterol-lowering drug Crestor off the market, with data showing it causes more kidney and muscle problems than rival medications. The FDA in March contended Crestor's risks were no greater than its competitors, and it rejected consumer efforts to remove the drug, made by AstraZeneca PLC, from store shelves. Instead, the FDA ordered a warning on the label, saying Crestor could cause serious muscle problems and kidney damage, especially among Asians.

PARIS (AP) _ Andre Agassi, the oldest player at the French Open, felt his age Tuesday. Hobbled by an inflamed nerve in his back that dates back months, Agassi lost in the opening round for the second year in a row. He didn't request treatment from a trainer but rarely ran after shots in the final two sets and lost to Finnish qualifier Jarkko Nieminen 7-5, 4-6, 6-7 (6), 6-1, 6-0.

SYDNEY, Feb 10 AAP - One gun in the hands of a criminal was one gun too many, NSW Premier
Bob Carr said today.

His comments follow revelations an early morning commuter was robbed at gunpoint at
a western Sydney railway station last month.

The 34-year-old victim, known only as Paul, had a gun pressed to his neck and was forced
to hand over his watch at Harris Park railway station about 6.45am (AEDT) on January 11.

Mr Carr today said the government was working hard with police to reduce the number
of guns in the community.

When asked if there were too many guns on the streets, Mr Carr replied: "absolutely".

"If there is one person with malevolent intentions and one gun in his possession that's
one too many," he told reporters.

"The police are working very hard on a detailed plan to reduce the number of guns out
there in the community."

Mr Carr also played down reports of criminals stealing guns from security guards.

"There have been six incidents in the past year in which security guards have had their
guns taken from them," he said.

"(But) police advice is that the intent of the criminals was taking the money and the
guns were incidental."

Chattanooga, Tenn.-Based Medical Dot-Com Firm Seeks Venture Capital.

Feb. 24--Wesley Kliner is president of a Chattanooga dot-com firm focused on helping doctors better communicate with their patients.

But, securing the financing to help his business take off hasn't been easy. He's talked to a dozen different groups, though he's trying to stay away from Silicon Valley financiers because they often want businesses to relocate near where they live.

"We would like to keep our company here," said Mr. Kliner about National Med.com.

When high-tech business people in the area met last year to talk about growing more jobs, one issue that came up quickly was venture capital -- or the lack of it. Linking fledgling and growing firms to capital has surfaced as among the top cross-cutting issues in the Chattanooga region's growth plan.

"We heard it from a lot from small business people, especially in the technology area, 'We just can't find any money to finance our ideas,'" said Jeff Olingy, who's overseeing the Chattanooga Area Chamber of Commerce's economic development strategy.

Mr. Olingy said venture capital came up not only in information technology meetings but in groups involving business people in the medical devices and logistics and transportation fields.

Some answers to the problem of capital are tied to development of a high-tech incubator, said Tim Andrews, who heads Chattanooga's existing business development center on Cherokee Boulevard.

"Part of the (high-tech) incubator will be linking the people with the ideas and the financiers. We do some of that now at the current incubator. We want to take that up a notch," said Mr. Andrews.

The technology incubator is moving ahead on two fronts, with the hope of having a site around mid-year, officials said.

Al Butler, coordinating site selection for Hamilton County, said they're looking at locations near the University of Tennessee at Chattanooga to tap into the expertise at its business school.

Also, officials are trying to identify a location near a railroad line to build an Internet connecting station that would serve as an off ramp for the information superhighway. Parking and space needs of businesses are also being considered, said Mr. Butler.

To help on financing issues, the Chamber and the city's Small Business Development Center additionally are joining to sponsor seminars this spring on how to start a high-tech enterprise.

Dr. Craig Harston, a counselor at the center, said a lot of high-tech people don't understand how to do market research and roll out a business plan.

"Developing reasonable financial projections is important to venture capitalists," he said.

Traditional venture capital funding often involves the funding source taking a piece of the ownership in the company. Sometimes, the financier will provide management expertise, too.

Some in the Chattanooga area say the dollars aren't plentiful here when it comes to traditional venture capital.

"The funding sources are very few," said Jerry Adams, managing partner for Joseph Decosimo & Co., the Chattanooga-based accounting firm that also helps companies find investments to grow their businesses.

Along with boosting traditional venture capitalism, however, the Chamber wants to enhance the entire small-business financing network in the Chattanooga area.

Mr. Olingy said there's "a good bit of money" in the city to finance ideas and small businesses, but the people with the vision aren't connecting with it.

"A lot of people haven't known where to go," he said.

Another hurdle is that while venture investments in emerging enterprises nationally set a record last year, financing slowed sharply in the fourth quarter.

The National Venture Capital Association and Venture Economics said that while $103 billion was deployed in 2000, the last three months of the year was 30 percent off the third quarter.

Jeff Green, managing partner of Arthur Andersen LLP in Chattanooga, said people with ideas found it easier a year ago to find financing. Much of that money has dried up unless someone has a proven company, he said.

"We're seeing venture capital providing the second round of funding. It's tougher to get an idea off the ground now," said Mr. Green.

Mr. Kliner said he's spoken to key business people locally and nationally to locate investors.

"We've been looking at a number of sources. Not just the institutional lenders, but also trying the angel networks," he said. Angel investors are often wealthy individuals who are interested in funding businesses.

Dr. Harston also said there's the potential for companies to secure investments from a privately and publicly financed Oak Ridge-based entity called Technology 2020. Also, there are opportunities to contract with the government at Marshall Space Flight Center in Huntsville, Ala., as well as federal facilities in Oak Ridge, he said.
